Landlords and shareholders could face tax increases in next week’s Budget, as Prime Minister Keir Starmer indicated they are not considered “working people.”

Speaking at the Commonwealth summit in Samoa, Starmer clarified that Labour’s pledge to shield “working people” from higher taxes doesn’t apply to those earning extra income from property and investments.

Labour’s manifesto ruled out raising income tax, National Insurance, and VAT for “working people,” but questions remain about who fits that definition.
